a)    Using stipulated criteria, recruit candidates for training in Foster care to act as full professional care workers.

b)   Using community group and forums, conduct awareness campaign on children in need of care

c)    Establish a multipurpose Centre

d)   Provide counselling and support to Natural parents including referral to the other special services and the coordination of technical skills to enhance the economic aspect of natural parents.

e)    Undertake impact and equity.
